② Kindergarten and its organizers shall be equipped with all teachers and other staff in accordance with relevant standards.
③ State staff and other staff of kindergarten hiring teachers shall report to the education administrative department for record and conduct background inquiry and health check; there is a possible harm to childrens physical and mental safety and should not engage in preschool education.No appointment.
④ Requires the salary of public kindergarten teachers into the scope of fiscal guarantee, and clarify that kindergarten teachers have the same treatment as elementary and middle school teachers.
⑤ It stipulates that the government and relevant departments shall formulate training and planning for preschool education teachers and carry out various forms of training.
